Job Description
General Summary:
This is an open recruitment notice for a typical position on the M Squared Strategies, Inc. consulting staff, a government consulting firm in Washington, D.C. The client engagements concentrate on the management support of the Office of the CIO and IT support offices in Federal Agencies. The position functions in a Trusted Adviser/Management Augmentation role. The successful candidate will be a critical analyst, with the ability to clearly communicate organizational development recommendations to federal management officials. Novice (with some experience), mid-level or senior candidates could be hired for this position, depending on existing client requirements Experience within the federal government and an understanding of current federal government information technology (IT) policies and procedures is desirable, but not mandatory.
Scope of the Federal Government Effort:
Support CFO, CIO and IT Offices in federal agencies, which develop guidelines and procedures, and communicate policies and standards. Primary role is to serve as advisors to Service Line Directors, senior management officials, and Assistant/Deputy Assistant Secretaries, who develop policies and procedures to meet external reporting requirements from the client Agency, Congress, OMB and the President (PMA).
Specific Job Functions
- To consult clients on one or more management support systems, including: strategic planning, organizational change management, budget development and execution, communication and communication management, project management, program management, and governance for IT projects and programs.
- To design processes in one or more areas including: project management, performance management, budget analysis, financial management, contract administration, acquisition strategy and IT governance.
- To assist government with integrating these newly designed or improved processes into their current environment.
Principal Roles and Responsibilities:
The incumbent will be responsible for assisting the government in interpreting federal regulations and policies and consulting to government managers and staff on how to integrate these guidelines with existing office practices. Typical roles and responsibilities include
- Analysis of federal government regulations and mandates as pertains to the mission of the Office, and implementing strategies to respond
- Act as a liaison between the Client and other Agencies/Departments/Offices
- Analyze government reporting requirements and implement strategies to report timely, accurately and positively
- Interact with IT personnel involved in policy, technical, operational and management work
- Coordination and delivery of Metrics/Reporting, Project Planning, Standards Compliance, and Communication Planning
- Support the development and set up of IT Governance and Oversight Boards and Councils
- Client Relationship Management

Key Knowledge, Skills and Abilities:
- Federal Government management consulting and analysis experience
- Experience working with government or private sector IT programs
- Information Technology
- Ability to use and integrate project management principles and tools (e.g., Earned Value Management (EVM), Project Management software, Scheduling, OPM3)
- Knowledge of establishing and managing a Project Management Office (PMO).
- Strategic Planning, Performance Metrics, Performance Measurement, Business Analysis
